Advocate Navkiran Singh moved a complaint in Punjab State Human Rights Commission seeking orders to contain the menace of Stray Cattle and Stray dogs in Punjab and Chandigarh. He had collected information from State of Punjab and found that state of Punjab even though collecting huge amount under Cow Cess, has failed to take effective steps to deal with the issue of Cattle menace.
